SAILING INSTRUCTIONS for asymmetric Class Saturday Series
1.0 RULES 1.1 Racing will take place under the current International Sailing Federation (ISAF) Racing Rules of Sailing (RRS), the prescriptions of the RYA, these Sailing Instructions (SIs) and the appropriate Class Rules. 1.2 Boats in all classes are allowed to advertise as per category ‘C’ as detailed in RRS Appendix 1 unless the appropriate Class Rules classify them as category ‘A’. 1.3 Multihull Classes Penalties: A multihull boat that may have broken a rule of Part 2 of RRS while racing may take a One-Turn penalty. This alters RRS 44.1. Other requirements of RRS 44.1 remain unaltered. A boat taking such a penalty will follow the requirements of RRS 44.2 except that the One-Turn will include one tack and one gybe in the same direction. This alters HAS 44.2
2.0 CONDITIONS OF ENTRY 2.1 General: The safety of a boat and her entire management including Insurance shall be the sole responsibility of the owner/person in charge who must ensure that the boat and crew are adequate to face the conditions that may arise in the course of a race. Neither these Sailing Instructions nor any inspection of the boat limits or reduces the absolute responsibility of the owner/person in charge for the crew, the boat and her management, including compliance with Poole Harbour Byelaws.
2.2 Liability. 2.2.1 The race organisers shall not be liable for any loss, damage, death or personal injury howsoever caused to the owner/person in charge or crew as a result of their taking part in the race or races Further every owner/person in charge warrants the suitability of the boat for the race or races and that he will draw the attention of his crew to this Sailing Instruction.
2.2.2 All competing boats shall be insured to a third party liability minimum of £2,000,000.
2.2.3 The provision of safety equipment and boats by Parkstone Yacht Club is neither a guarantee that assistance can be rendered to any competitor in need! nor an acceptance of any responsibility for rescue of competitors. Further, in the event that any assistance is rendered to a competitor, no liability for any lass, damage or injury to the competitor and/or the boat and its equipment is accepted either by the Club or the crew of such rescue craft.
2.3 Eligibility: Other than in a race designated as an open event, competing boats shall be steered by a member of Parkstone Yacht Club; however the helm may be taken temporarily by another hand. Eligibility for trophy races shall be determined by the conditions of that trophy as detailed in the Parkstone Yacht Club Schedule of Cups and Trophies.
2.4 Entry Form: No boat may race unless a current Entry Form for the relevant series (together with a Junior Waiver Form, if applicable) has been completed and accepted by the Club Office.
2.5 Distinguishing Numbers: The prior permission of the Race Officer shall be obtained before any boat uses sails carrying a distinguishing number other than that required by RRS 77 Such permission shall be given only in exceptional circumstances. 3.0 SAFETY 3.1 Attention is drawn to RRS Fundamental Rules 1 and 4. 3.2 Personal Buoyancy.
3.2.1 Junior Competitors: All non-cruiser class competitors under the age of eighteen shall wear adequate personal buoyancy at all times when afloat. This changes RRS 40.1
3.2.2 Dinghies and Day Keel Boats: Adequate personal buoyancy shall be worn during races that include marks in the Swash Channel, Poole or Studland Bay’s. This changes RRS 40.1
3.3 Cruiser, J24 and Shrimper Classes.
3.3.1 One Design Classes: All competitors shall conform to the safety requirements of their respective Class Rules
3.3.2 All Other Classes: All competitors shall conform to the requirements of ORC Category 4 and be issued with a minimum SSSN 10, or equivalent.
3.3.3 All Cruiser Classes, J24 and Shriniper Classes: All competing yachts shall carry a working VHF radio transceiver.
3.4 Declarations.
3.4.1 Intention to Compete: A competing representative from each boat in all dayboat and dinghy classes (not youth classes) shall sign the appropriate declaration form in the Sailing Office before going afloat. Any boat that fails to comply with this requirement will be deemed to have retired.
3.4.2 Completion of Race (Retirement: A competing representative from each boat in all dayboat and dinghy classes (not youth classes) shall sign the appropriate declaration form in the Sailing Office on coming ashore Any boat that fails to comply with this requirement will be deemed to have retired.
3.4.3 Declaration Time Limit: One hour after the last boat finishes the race for their class. Boats failing to comply with this will be deemed to have retired.
3.5 Tallying. 3.5.1 Adult Classes: When a yellow flag marked ‘TALLY’ is flown from the club flagstaff, helms and crews from all dinghy, multihull and dayboat classes shall collect a personal wrist tally from the Beachmaster’s Office prior to going afloat, wear it whilst afloat, and return it within 30 minutes of coming ashore. Competitors who fail to comply shall be subject to disqualification without a hearing. This alters RRS 63.1.
3.5.2 When the Tally Flag is flown above class flags, the requirement to tally is restricted to those classes so signalled.
3.5.3 Declarations: When tallying is in operation, only competitors who have retired from the race must sign a declaration form on returning ashore
3.5.4 Youth Classes: Competitors in all youth events shall tally for all races as in SI 3.5.1, except that no Tally Flag shall be flown.
3.6 Commercial Shipping/Other Harbour Users.
3.6.1 Competing boats must not navigate in such a manner so as to interfere with the safe navigation of vessels that are constrained in their ability to manoeuvre.
3.6.2 Exclusion Zone: In the event that a large commercial vessel is preceded by a club RIB or launch flying IC Flag U, any competing boat passing between that RIB or Launch and the commercial vessel is liable to disqualification without a hearing. The chain ferry is a commercial vessel for the purposes of this instruction. This alters RRS 63.1.
3.6.3 Any competitor found to be in breach of this instruction is liable to further disqualification from the race series and may be required to appear before the General Committee under PYC Club Rule 13 (Expulsion or Suspension of Members).
4.0 COMMUNICATION WITH COMPETITORS 4.1 Warning Flags for adopted classes will be as shown in the Sailing Programme published in the current year’s PYC Annual Handbook.
4.2 Warning Signal Times will be listed in the fixture list published in the current years Sailing Programme. Where no time is so published, the start time will be posted in the Sailing Office two hours before the race.
4.3 Flag Signals Ashore will be made on the club flagstaff.
4.4 Notices to Competitors will be posted in the Sailing Office.
4.5 Amendments to These Sailing Instructions will be posted in the Sailing Office for two hours before the advertised start time of the race, or races, concerned.
4.6 Signaling of Course to be Sailed. 4.6.1 All classes other than in 4.6.2 below: The course to be sailed will be displayed before the Warning Signal by means of indicator boards displayed from the Race Platform or the Committee Boat. Where a course is preceded by one or more Class board(s) that course shall apply only to those classes. This modifies RRS 27.1
4.6.2 Cruiser Classes I, 2, 3, 4; Shrimper and J24 Class. The course to be sailed will be announced on VHF Channel 37 at approximately 10 minutes and 5 minutes before the first class Warning Signal. This modifies RRS 27.1. These classes are advised to maintain a radio watch prior to their start to monitor for any course changes.
4.6.3 Monday Evening Dinghy Series. The course to be sailed by all Classes will, together with the number of rounds, be displayed on a board on the Committee Boat before the Warning Signal of the first class to start.
4.7 Signaling of Alternative Committee Boat Start. 4.7.1 When racing is to start from a Committee Boat {normally Ron Cox) instead of the Race Platform, a large Orange Flag shall be flown from the club flagstaff. no later than 1 hour 30mins before the first advertised start time on a Saturday, and no later than 1730 BST when evening racing is to take place.
4.7.2 When the Orange Flag is flown alone, the Committee Boat start signal applies to all classes racing. When flown above class warning flags, the Committee Boat start only applies to those classes.
4.7.3 The provisional position of the Committee Boat will normally be written on a chalk board outside the Sailing Office.
4.8 Signaling when a Second Race is to be Sailed. 4.8.1 Saturday or Wednesday: When a second race is to be sailed a large Pink Flag shall be flown from the club flagstaff no later than one hour before the first start. When flown alone, this signal applies to all classes. When flown above class flags this applies only to the classes so designated.
4.8.2 Monday Evening Dinghy Series! Two Race Evenings When the Committee Boat is flying Numeral 2 a second race will start shortly alter the finish of the first race.
5.0 STARTING RACES 5.1 Starting procedures will be in accordance with RRS Part 3.
5.2 Starting Line, Race Platform: Shall be between the Black and Yellow Staff on the Race Platform and an Outer Distance Mark which will be a White Buoy with a Red Topmark.
5.3 Starting line, Committee Boat. 5.3.1 All Classes: Shall be between the Black and Yellow signal mast on the Committee Boat and an Outer Distance Mark (ODM) which will be a Dan Buoy with Blue Flag.
5.3.2 For Cruisers, Shrimpers and J24s: The Outer Distance Mark may be a designated marker. In which case the Committee Boat will designate this outer distance mark by VHF radio. (Channel 37)
5.4 Starting a Second Race: When a second race is to be sailed as in SI 4.6 the start for a fleet will take place as soon as possible after the last boat of that fleet has finished the first race.
6.0 GENERAL RECALLS.
6.1 A class that has two General Recalls will have its start for that race delayed until all other classes have started.
7.0 SAILING THE COURSE. 7.1 All marks of a course are rounding marks unless specifically designated as passing marks. They shall be left to port where indicated (P) and to starboard where indicated (S).
7.2 When courses are sailed which include marks in the Swash Channel. Poole Bay and Studland Bay boats shall not pass through an exclusion zone between North Haven Beacon and the Sandbanks’ shore
7.3 Courses followed by (MH x 2) are to be sailed TWICE ROUND by the Multihull classes.
7.4 The ‘First Mark!’ (where not specified) will be identified by an indicator board displayed on the Race Platform or Committee Boat immediately following the course number concerned. This will signify a mark as set out in SI 13. The background colour of any letter or symbol board displayed is irrelevant in this context.
7.4.1 Re-Crossing the Starting Line: After rounding the First Mark of the course, the course sailed by a boat, shall not pass between the Outer Distance Mark of the Starting or Finish Line and the Race Platform or Committee Boat except to finish the race or a round of the course. This changes RRS 28.1
7.5 Channel Marks: Where North Channel is defined as a mark of the course, boats shall pass on the channel side of port hand (Red) buoys Nos 22, 26, 30, 32, 36, 38. Where a course requires a boat to follow other Channels, all buoys and lighted beacons marking that Channel shall be passed on the Channel side and will constitute designated marks of the course.
7.6 Committee Boat Courses. 7.6.1 Numbered Courses from this Course Book: When a numbered course from the course book is designated, boats shall proceed to the First Mark and then complete the course as listed, finishing at the Race Platform.
7.6.2 Ad-hoc Committee Boat Courses: When an ad-hoc course is set from the Committee Boat competitors shall cross the Committee Boat Finish Line on completion of each round of the course and the race shall finish on the Committee Boat Finish Line.
8.0 THE FINISH 8.1 Finish Line, Race Platform: Shall be between the Black and Yellow Staff on the Race Platform and the Outer Distance Mark which will be a White Buoy with a Red Topmark.
8.2 Finish Line, Committee Boat (ad-hoc courses only) Shall be between the Black and Yellow signal mast on the Committee Boat and the designated Outer Distance Mark of the start line.
8.3 Finish Line, Monday Evening Dinghy Series: Shall be between the Black and Yellow signal mast on the Committee Boat and the Outer Distance Mark which will be a Dan Buoy with Blue Flag.
9.0 TIME LIMIT. RRS 35 shall not apply. 9.1 Any boat not finishing within the time schedule set out below shall be deemed to have retired, unless subsequently disqualified, except that when no boat finishes within the prescribed time limit, the race shall be abandoned. The time limit for all races shall be 3 hours unless stated below.
9.1.1 Evening races (level rating) — 2100 hours
9.1.2 Evening races (handicap) —2100 hours. When one boat finishes within the time limit the time limit is extended such that any boat in the same class finishing within 30 minutes of the first boat will be given a finishing position. When the time limit has been extended the appropriate class flag will be displayed at the finishing line until the extended time limit has expired.
9.1.3 Wednesday afternoons - 1730 hours
9.1.4 Saturday afternoon -1815 hours.
9.2 Stragglers: Where 20% or fewer of the boats that started a level rating race have not finished in a reasonable time of the finish of the first boat, the Race Officer may award a finishing position to those boats still racing. The Race Officer’s decision is final and no application for redress can be made. This changes RRS 62 ‘Redress’
10.0 PROTESTS. 10.1 Frivolous Protests: Any boat bringing a protest deemed to be frivolous by the Protest Committee shall herself be disqualified.
10.2 Protests: Shall be written on forms available from the Club Office, Sailing Office or Bar.
10.3 Time Limits: Protests shall be lodged within one hour of finishing the race in question, but within three hours in respect of Cruiser, 324, Shrimper and Bay races.
10.4 Hearings: Protest hearings will normally be held the following week after racing, but the hearing will be confirmed by the schedule posted on the Sailing Secretary’s Notice Board. Application by a party to a protest to vary the time of hearing shall be made in good time and with good reason.
11.0 POINTS AND TROPHIES. 11.1 Points: The scoring system for all Points Series will be determined by each Class. All scoring systems shall be detailed in writing and available on request.
11.2 Trophies: Temporary Members are not eligible for any trophies or cups other than those for Open Events. 12.0 SCHEDULE OF MARKS AND IDENTIFYING LETTERS FOR ADHOC COURSES.
