1.0 RULES
1.1 1.1 Racing will take place under the current International Sailing Federation (ISAF) Racing Rules of Sailing (RRS), the prescriptions of the RYA, these Sailing Instructions (SIs) and the appropriate Class Rules.
1.2 1.2 Boats in all classes are allowed to advertise as per category ‘C’ as detailed in RRS Appendix 1 unless the appropriate Class Rules classify them as category ‘A’.
2.0 2. CONDITIONS OF ENTRY
2.1 2.1 General: The safety of a boat and her entire management including Insurance shall be the sole responsibility of the owner/person in charge who must ensure that the boat and crew are adequate to face the conditions that may arise in the course of a race. Neither these Sailing Instructions nor any inspection of the boat limits or reduces the absolute responsibility of the owner/person in charge for the crew, the boat and her management, including compliance with Poole Harbour Byelaws.
2.2 Liability.
2.2.1 2.1.1 The race organisers shall not be liable for any loss, damage, death or personal injury howsoever caused to the owner/person in charge or crew as a result of their taking part in the race or races Further every owner/person in charge warrants the suitability of the boat for the race or races and that he will draw the attention of his crew to this Sailing Instruction.
2.2.2 2.2.2 All competing boats shall be insured to a third party liability minimum of £2,000,000.
2.2.3 2.2.3 The provision of safety equipment and boats by Parkstone Yacht Club is neither a guarantee that assistance can be rendered to any competitor in need! nor an acceptance of any responsibility for rescue of competitors. Further, in the event that any assistance is rendered to a competitor, no liability for any lass, damage or injury to the competitor and/or the boat and its equipment is accepted either by the Club or the crew of such rescue craft.
2.3 2.3 Eligibility: Other than in a race designated as an open event, competing boats shall be steered by a member of Parkstone Yacht Club; however the helm may be taken temporarily by another hand. Eligibility for trophy races shall be determined by the conditions of that trophy as detailed in the Parkstone Yacht Club Schedule of Cups and Trophies. The Parkstone Sunday High Performance Fleet Series is an Open Event for the purposes of this clause
2.4 2.4 Entry Form: No boat may race unless a current Entry Form for the relevant series (together with a Junior Waiver Form, if applicable) has been completed and accepted by the Club Office.
2.5 2.5 Distinguishing Numbers: The prior permission of the Race Officer shall be obtained before any boat uses sails carrying a distinguishing number other than that required by RRS 77 Such permission shall be given only in exceptional circumstances.
3.0 SAFETY
3.1 Attention is drawn to RRS Fundamental Rules 1 and 4.
3.2 Personal Buoyancy.
3.2.1 3.2.1 Junior Competitors: All non-cruiser class competitors under the age of eighteen shall wear adequate personal buoyancy at all times when afloat. This changes RRS 40.1
3.2.2 3.2.2 Dinghies and Day Keel Boats: Adequate personal buoyancy shall be worn during races that include marks in the Swash Channel, Poole or Studland Bay’s. This changes RRS 40.1
3.3 Not used
3.4 Declarations.
3.4.1 3.4.1 Intention to Compete: A competing representative from each boat in all dayboat and dinghy classes (not youth classes) shall sign the appropriate declaration form in the Sailing Office before going afloat. Any boat that fails to comply with this requirement will be deemed to have retired.
3.4.2 3.4.2 Completion of Race (Retirement: A competing representative from each boat in all dayboat and dinghy classes (not youth classes) shall sign the appropriate declaration form in the Sailing Office on coming ashore Any boat that fails to comply with this requirement will be deemed to have retired.
3.4.3 3.4.3 Declaration Time Limit: One hour after the last boat finishes the race for their class. Boats failing to comply with this will be deemed to have retired.
3.5 Tallying.
3.5.1 3.5.1 There is no requirement to Tally in the High Performance Fleet Sunday Series
3.6 Commercial Shipping/Other Harbour Users.
3.6.1 3.6.1 Competing boats must not navigate in such a manner so as to interfere with the safe navigation of vessels that are constrained in their ability to manoeuvre.
3.6.2 3.6.2 Exclusion Zone: In the event that a large commercial vessel is preceded by a club RIB or launch flying IC Flag U, any competing boat passing between that RIB or Launch and the commercial vessel is liable to disqualification without a hearing. The chain ferry is a commercial vessel for the purposes of this instruction. This alters RRS 63.1.
3.6.3 3.6.3 Any competitor found to be in breach of this instruction is liable to further disqualification from the race series and may be required to appear before the General Committee under PYC Club Rule 13 (Expulsion or Suspension of Members).
4.0 COMMUNICATION WITH COMPETITORS
4.1 4.1 The warning Flag for the High Performance Fleet is the ‘A’ flag
4.2 4.2 The Warning Signal Time for the first of each Sunday Series races is 14:25 and each subsequent race will be as soon after the completion of the previous race as practicable.
4.3 Flag Signals Ashore will be made on the club flagstaff.
4.4 Notices to Competitors will be posted in the Sailing Office.
4.5 4.5 Amendments to These Sailing Instructions will be posted in the Sailing Office for two hours before the advertised start time of the race, or races, concerned.
4.6 Signaling of Course to be Sailed.
4.6.1 4.6.1 The course details will be available from the Committee boat.
4.6.2 4.6.2 Unless signaled otherwise all races will be Windward/Leeward courses, all marks to port. All boats to pass through the start/finish line on each Windward leg but must NOT sail through the start/finish line on the Downwind leg.
4.7 4.7 Signaling of Alternative Committee Boat Start.
4.7.1 4.7.1 All starts will be from a Committee boat.
4.8 Signaling when a Second Race is to be Sailed.
4.8.1 4.8.1 Whenever practical there will be multiple races, back to back. The races will be generally of a maximum 30 minute duration with races following on from each other as soon as practicable.
5.0 STARTING RACES
5.1 Starting procedures will be in accordance with RRS Part 3.
5.3 Starting line, Committee Boat.
5.3.1 5.3.1 Shall be between the Black and Yellow signal mast on the Committee Boat and an Outer Distance Mark (ODM) which will be a Dan Buoy with Blue Flag.
5.4 Starting a Second and subsequent Race: When additional races are to be sailed as in SI 4.6 the start for a fleet will take place as soon as possible after the last boat of that fleet has finished the first race.
6.0 NOT USED
7.0 SAILING THE COURSE.
7.1 7.1 All marks of a course are rounding marks unless specifically designated as passing marks. They shall be left to port where indicated (P) and to starboard where indicated (S).
7.1.1 7.2 Re-Crossing the Starting Line: After rounding the First Mark of the course, the course sailed by a boat, shall not pass between the Outer Distance Mark of the Starting or Finish Line and the Committee Boat except to finish the race or a round of the course. This changes RRS 28.1
8.0 THE FINISH
8.1 8.1 Finish Line, Committee Boat Shall be between the Black and Yellow signal mast on the Committee Boat and the designated Outer Distance Mark of the start line.
9.0 TIME LIMIT. RRS 35 shall not apply.
9.1.4 9.1 Time Limit - Sunday afternoon -1815 hours.
9.2 9.2 Stragglers: Where 20% or fewer of the boats that started have not finished in a reasonable time of the finish of the first boat, the Race Officer may award a finishing position to those boats still racing. The Race Officer’s decision is final and no application for redress can be made. This changes RRS 62 ‘Redress’
10.0 PROTESTS.
10.1 10.1 Frivolous Protests: Any boat bringing a protest deemed to be frivolous by the Protest Committee shall herself be disqualified.
10.2 10.2 Protests: Shall be written on forms available from the Club Office, Sailing Office or Bar.
10.3 10.3 Time Limits: Protests shall be lodged within one hour of finishing the race in question, but within three hours in respect of Cruiser, 324, Shrimper and Bay races.
10.4 10.4 Hearings: Protest hearings will normally be held the following week after racing, but the hearing will be confirmed by the schedule posted on the Sailing Secretary’s Notice Board. Application by a party to a protest to vary the time of hearing shall be made in good time and with good reason.
11.0 POINTS AND TROPHIES.
11.1 11.1 Points: The scoring will be in accordance with RRS Appendix A Low points System. The series winner will be the total of all Sunday races excluding discards. |
